Plan sheets 3-5 show diff. hatched pvt. areas. However, I do not see any notes or specials regarding the numbering of the phasing/staging, sequence of construction, restrictions to the phasing/staging and closures or work to be completed in each phase before advancement to the next phase/stage is allowed. For example, I see no restrictions of closing both runways and completing all improvements at the same time or combining the areas hatched on plan sheet 4 & 5. Can this information be provided?

The purpose of plan sheets 3-5 is to show the minimum requirements while working in each of the areas. The intent is to maintain at least one open runway at all times and to minimize the closure time of runways and taxiways. The contractor may request combination of the areas, but the decision will be made by the Airport. An addendum will be issued to clarify. (01/19/2022)
Plan sheet #6, note 4 describes lighting adjustment and references a special provision. I see no other information regarding this. Is this work required for this contract?
