Is night work allowed on the southbound lanes south of US 161?

The Peak Hour Restriction special provision is being removed by addendum and no longer restricts allowable working hours. (04/10/2020)
Under the peak hour restrictions it states that no lane closures will be allowed on Fridays from 12pm to 12am, does this apply to only southbound lanes south of IL 161 or does it apply to all 28 miles northbound and southbound?
